Free parking on PCH.
We didn't see a parking requirement in January. But if there is one during season, you are allowed to park along Rout 1, no problem.

Or, just park on PCH for free. Admittedly it's perhaps a little dangerous but the parking lot is so tiny many people have to park on PCH anyway.
Yes! Parking is discounted because it's off season.
