You might want to put your phone on airplane mode then change it back. This helps the phone clear and find the best reception.

More than likely it's how the buildings designed there are some big corporate businesses that have locks of only make calls but I don't know if Walmart having those biking Boise I know the CenturyLink arena has it where you can't use your cell phone inside unless it's AT&t and again that's assuming it hasn't been changed hopefully that helps with your question
