Is it legal for someone to trap a neighbor's cat in a cage then release it in the countryside? My neighbor said she's done it 3 times. I stopped her from doing it again on 9-19. What's the law for something like this?

Technically if the cat is on there property they can do what they need to if there is no collar on it it's actually considered Farrow

The cat that was freed yesterday has a collar and belongs to a neighbor. Technically, it's not her property as she leases the lot, but owns the trailer. I hate getting involved but I can't witness what I deem to be cruelty and do nothing. I'm on the cat's side on want the humans to work it out. What would you do? I want to respond to the situation in the best way possible.
