Missouri law defines a motorized (scooter) bicycle as: "a two- or three-wheeled device having an automatic transmission and a motor with a cylinder capacity of not more than fifty cubic centimeters (50cc), which produces less than three gross brake horsepower and is capable of propelling the device at a maximum speed of not more than 30 MPH on level ground." Drivers of such vehicles must have a driver's license, but the vehicle does not need to be licensed or titled and the rider is not required to wear a helmet. However, some municipalities have placed restrictions on operation of these scooters Some do not differ from state law.
