If you live in an apartment look for Webpass. I don't even need a modem and the speed is great! I got 100 and I get that for download AND upload. Also, is the best price you can get.
As a personal experience I can say that will depend on the area that you live in. Unless you have fiber connection, the speed will be always the same, but any other kind of connection 99% of the time you will have problems. I have adsl at&t. Same issues. Modems never works or speed always below 18 MB/S. ATT had changed my modem for three times, I bought one on the street and works great. The one that they send me (Refurbished for sure) never works
