No you can not use the pool. They use wristbands that are only available to the hotel guests. Colors change daily and they have security posted at pool entries.
They absolutely do have a $45 day pass for the pool and use of beach chairs. Used it yesterday.

No you have to use your room key and pick up a band at the activity center to access the pools

Not sure, call them and ask. They might sell a package for day pool and resort amenities. Check Groupon they might have a good deal from them.
