As long as you are 15 and up with a valid learner's permit or valid driver's license you can ride a moped. To rent one, a person has to be 18.
Yea only if that person (with the license) signs a waiver and takes care of the paper work they have to ride it off where you cant be seen by the shop so they wont get in trouble then the person with the learners permit can drive, I dont think a person with a learner's permit should drive 1. Because it's hard driving it 2. If the cops pull you over you will get a $200 fine.
