If my TWIC Card is expired by less than 6 months can I renew with just My old Card and renew fee or I have to start the whole process over again?

I work next to TWIC office and was told by then that yes you have to start over again even if card is only one day expired hope this helps you

Start the process all over again because you most likely missed the grace period.
