Crepe myrtles usually appear to be barkless. They can be both tree and shrub form.
Don't know I was visiting and there once never saw a dogwood shed its bark before, only their once. Seen dogwood all over the county.
Dogwood perhaps? I know some dogwood trees shed their bark in winter
