If someones animals are always runnijg around the streets causing trouble with other dogs, can I call animal control to come get the dogs? They do not take care of their two dogs, they are always running out in the streets and i live on a highway.

Yes, you can report it to them and they may come get the dogs.

Yes, call animal control and report them. They could get hit by a car or bite someone.
