I believe it has to be an actual debit card, not a credit card. That's because debit cards are tied to cash in a person's bank account. Purchases with an actual credit card are actually considered a loan from the credit card company. Trying to get cash from a credit card usually results in a fee as a cash advance. I have recently loaded money on a Walmart gift card using my debit card, no extra charge.

I think you can buy one with your card, but you can't load money onto it with your card. They told me that you have to have cash to load it.
