I bought Foxy romaine lettuce hearts at the end of last week. The package says it comes from California or Arizona. Do you know where that batch came from? If Arizona, do I have to throw it out because of e-coli risk?

As far as I know all romaine lettuce must be thrown out.

You won't be able to contact the store by phone. They don't list their phone numbers. The number on Google will have a recording saying this as well. You'll have to go to the store directly and discuss this with them or try checking any serial or other tracking number on the website of the manufacturer. Good luck!
