It was actually both. After another thirty minutes I got in touch with Uber, and it turns out the first driver cancelled, and they didn't request another driver. After two hours, the restaurant decided to cancel my order, leaving my fiancee and I without dinner at midnight. Long story short, I wound up using DoorDash to get an order from Ruby Tuesday's. Won't be giving my money to Uber or TGIF's again.
