Unfortunately in the state of Florida you must be a minimum of 14 years of age to be able to operate any watercraft that is 10 horsepower or more, which is basically anything more than a small fishing boat. The driver would also need some form of picture ID issued by the state that has their date of birth on it, if it doesn't have their date of birth they will need some form of official ID that does.
I believe one for florida is needed.
