You don't need to go into an office to get a replacement ID. You can do it online at https://www.ncdot.gov/dmv/license-id/renewal-replacement/Pages/replacement-duplicate-license.aspx They will mail you one, it looks like they charge $3 to do it now, it used to be free for a duplicate a few years ago, and they will mail a new one to the address on your license.
From what I've seen you go online and make an appointment for everything now. There are only certain DMV offices that are open for walk in. If you put your zip code in online at the DMV website it will tell you which are open for walk in. I hope that helps a little. I know it's really frustrating.
