Might be a health restriction by their license. Usually only true service dogs are allowed inside restaurants. Outside seating places sometimes a little more flexible.
I love pets but some folks are funny when food is involved.. I'm moving to Europe where they are welcome in restraunts... Sorry about your experience! The desserts are awesome!
