Yes it is free, but has hours of operation. Also it doesn't open until Memorial weekend.
Currently Closed, a 2021 Opening Date has not been set.
It is free to get into however I called the Parks and Rec department last week and they are 'waiting for guidance from the State' to determine if it will open in 2021.
