You will have to complete paperwork and a class. There is an application for LiHEAP assistance, but I'm unsure if they can pay off an old bill. Usually it has to be a new shutoff notice.

They helped me get into my apartment but only paid 250 of it. Got to go to a workshop before they are able to help you is what they told me. Its worth a shot.
