Some people aren’t fortunate enough to have one at 23 when they are 15 or 16 either their parent couldn’t get them in due to work schedules or just didn’t have the vehicle to help them I have a very good friend who still doesn’t have her license and she is almost 24 and it is because when she was younger her (single) mother worked 3 jobs to support her and her sister and didn’t have the time or a reliable enough vehicle to do it then as she got older she started working lots of hours to help her mother pay bills so some people just aren’t fortunate enough to have one yet. Sorry I just feel like the answer that was given for this question was not adequate to answer the question and probably shouldn’t have even been posted since it didn’t bring light to the question asked.
For a driver license you need id or something that says you are you. Like a piece of mail with your address or birth certificate. Maybe voter registration card ? You should have a license already if you are 23. Most people do.
