Base order CCO 1020.11V states that "shorts, dresses, and skirts will fall at mid-thigh as to allow reasonability to all body types". It doesn't specify to gender in that paragraph, and it does specifically stated no silkies when referring to pt conduct in green on green. It's open to interpretation, but I'd lean towards the safe side and not wear them.
With a civilian top, and as long as they're not overly exposing anything, I don't see why not. As far as I know, they are no longer authorized for wear in the PT uniform (green on green). I have not seen where it lists them as unauthorized for wear as civilian pt attire.
