Because people in Santa Barbara have nothing better to do than complain. I live in the area and never have had the issues that they are stating. It may slow the flow of traffic but that's a good thing with all the traffic and over ½ going well over the speed limit.
I stop there almost every time in town, usually around noon, and have yet to see a street traffic problem. A thriving business that should be left alone. City might should take a look at the taxes they collect from them and then waste.
It's almost like it's the city's job to enforce the law, not a private business. 🤡
