if a minor American citizen and the father who also is a citizen are both traveling with American passports to Ecuador what DOES the father needs other than a letter of consent from the mother ???

A letter of consent will be necessary if the mother is an Ecuadorian citizen or if she has dual nationality, even if she is not in Ecuador.
