I'm not sure. I always thought a permit is a prerequisite. I could be totally wrong.
It depends how good a driver you are and how you pass the test I took the permit first then after a couple of tries I took the driver's license didn't get it the first time but got it the second time you don't have to go my route however you feel that's how you do it make sure to study the book hard really hard
