14 is the age they can with parental consent. They may have a set age that they allow that could differ.
Unless it's in memorial, you really shouldn't get a tattoo under the age of 18. Very few artists will put ink on you while younger, even with consent, because this is something that's permanent and the last thing you or any artist will ever want to do or have happen is their work covered up/removed or for them to have to do it to another artist. If you're REALLY set on something, get your parents to get a hold of Lucky or Monica and hold a conversation in person. This is just my opinion tho, there's lots of people who get whatever put on them and that's cool too.
