Not easily. Curry will not alter your car's computer abd thus become liable for any damages. Why do you want to anyway?

Yes it can be, but no, Curry will not do it. You would have to find a speed shop and even then I doubt any reputable shop would do it. Aside from the legal aspects as noted in another answer, in an emergency situation you need the ability to accelerate. If you don't want to travel above 70 set your CC or lift your foot.
