Is this a grill tank or a big tank? If it's a grill tank, I think you can just turn that sucker in to any propane exchange. I'd suggest Publix or Kroger, not a convenience store for that. Convenience Store folks will try their best but probably won't know. If they don't do that, you'll need to get in touch with the county for better directions. I'd start with a Google search about disposing of propane tanks and cross reference it with EPA just to do your due diligence.
