Yes, though seating can be limited especially on weekends. Most tables are 2-tops with some ability to combine into 4. One or two larger tables, but i wouldn't bank on its availability.
Yes! Weekday breakfasts there is usually a good amount of seating and its not too loud. Can't speak for the weekend though.
