Matthew Springer is correct. Flower is sold in a sealed cup, and is used with a vaporizer designed for the cup. The State of Florida only allows the sale of products that are to be ingested in some form, or vaped. There are also topical applications to be applied directly to the skin for pain relief in joints, muscles, etc, as well as sunscreen. But you would get no euphoria to speak of. Roger Wilco is also correct that no one in this state can legally sell buds, flower or whatever you like to call it, that is not sealed in a cartridge intended for vaping.
