I was there and the service is ugly, they took a long time to give us a tear and last time they gave me a coffee fee with my lips painted to make sure the clean one is not good.

I don't see the question. In this particular ihop it's a hit-or-miss. Been here many times. I've gotten good service I've gotten bad service. Last experience was bad. Won't be back to this particular IHOP!
