Yes, its called hypothermia shelter and that's one of the nicer hypothermia shelters. It's only open from 9pm-7am. You get dinner and a shelter van comes between 6-7am to take you to SOMES (O St NW) or Bethany's (N St Village off N & 14th NW) for breakfast. There are 3 different day programs that all serve food and help with several services. Hope this helps. I just went through this process for 1.5 months and if you really apply yourself you can move forward quickly.
Yes they operate as a hypothermia/cold emergency night shelter for women in the winter depending on temperatures outside. I'm not sure if they offer food.
