Can DoD civilian employees purchase food and drink items at any shopette? (Everything BUT alcohol and tobacco products!), is this a true statement?

Yes u can shop at the shoppette with a CAC & purchase tobacco and alcohol products

The person in front of me a couple weeks ago was not allowed to. You need a CAC or a dependent card or a card that gives you exchange, commissary, and MWR priveleges.

If you have a Common Access Card you can shop at the shopette, I believe
