Yes you can receive a permit for photography. There is a fee and paperwork. Call to speak with the staff. I did my engagement photos there, so it can happen.

No they do not allow photography except selfies. The person at the front desk can explain in detail further. It's meant for people to go enjoy and experience the gardens around the world, not take pictures.
