Go to the VVTA office with proof of disability. They will issue the disabled ID.

Go to VVTA office .as im ADA also as came 4rm other county in ca state where i became ADA with proof. As i i brought my ADA issue card 4rm that county which was still valid and valid ID. And proof of my residence in san Bernardino county. Go to VVTA office in Hesperia with proof as i did. I got the ID same day.
