I haven't had their pastrami in quite a while, but yes, it used to be tender and flavorful, as well as being a large portion. Dining room and drive-thru. Dining room closes earlier than drive-thru.

Everything on the menu is very good. Especially the pastrami. There is a drive through, but also air conditioned dining room and a very nice patio area too.
Never had a bad one at Steve's Burgers. I enjoy eating on the covered patio, esp when his flowers are blooming and the misters are spraying. But the dining room has ample tables and booths. The drive-through is usually quick and always accurate, unlike some other restaurants that claim to be "fast food".
