The previous appointment process can be done at the consulate in Miami. You enter the website and there, process the appointment and inform yourself of the requirements. I am not sure that these procedures can be done through some sub-consulate.

You must make an appointment at your nearest consulate, the appointment is requested on-line on the page, there you will find all the requirements. Search in google, luck!
