Hello William, thanks for your question! Personal photography is allowed but photoshoots are not permitted. For alternate locations with similar rocky shorelines we recommend that you check out Coral Cove Beach Park in Jupiter or the House of Refuge Beach in Stuart.
Don't know about particular considerations for a photoshoot (sure the Conservancy will answer that), but the location is breathtaking and worth exploring.
