Cathyann, typically, most restaurants DO allow home-made Or store bought cakes for special occasions. Not "Daniel," or "Per Se," or "Picasso." But, aside from Michelin star, Zagat rated places.... you're probably all good. :-)
As someone who has worked in restaurants my whole life, it is perfectly acceptable to bring your own cake when celebrating. Yes some places will charge cutting fee, most will not, however it is always courteous to add a little extra gratuity for your server's extra work at no additional charge.
They have their own bakery n desserts so that's considered bad manners to bring a cake into a nice restaurant like this. I suggest you order dessert and save home made cake 4 home. Where do they get the nerves to bring food from home to a restaurant. Try bringing a beer to the ba4 and ask them to keep IT cold for you! Get the hint.
I would think they would do that as a courtesy
