As noted by Larry it's against the ADA act to refuse a service dog unless it would be unsafe or dangerous for the person or dog or any other animal authorized such as animals for psychological support. The ADA requires State and local government agencies, businesses, and non-profit organizations (covered entities) that provide goods or services to the public to make "reasonable modifications" in their policies, practices, or procedures when necessary to accommodate people with disabilities.
