I could travel with my Venezuelan passport expired and my permanent residence to Colombia? I need to renew my passport there, because is no way, alls the Consulate of Venezuela are closed

I cannot renew by Colombian consulate, because they require me to have an original birth certificate from my country of apostolic birth and I do not have it since I must do it from here by The Consulate of Venezuela In NYC and even sending it to do from there I must notarize in power from El consulate, SO what you say is not an option for me, any other suggestions
