I had b1/b2 Visa expiration date till 23rd of July , but when I entered to US in JFK stamped to my password till 15th of December . My
I-94 is still 23rd of July , Can JFK change my I-94 expiration from the system ?

I would think possibly if you go to your Countries Consulate here in the United States for assistance they may be able to help.
