If i am transiting but I have to go out to collect my luggage before checking back in is this fine or is there a quarantine that I have to? Problem is if I collect my baggage i' not in transit anymore and people entering NYC have to quarantine.Help!

You will require a QR scan and then go about your business just fill out online submitting it to necessary authorities in your destination

There are people there when you leave the plane that ask you to fill out the form. I'm sure that you can explain to them the situation and ask them any questions.

That's question I do not know because I haven't flown in so long . Supposably as long as you are at the airport it's federal law and they aren't requiring people to quarantine. As long as u get a negative test before you arrive I imagine you're ok.
