If you have a connecting flight, your checked luggage will be transferred to the connecting flight.
Any international arrival in US has to collect luggage and pass through customs.
Every piece of checked luggage has to go through customs at first pint of entry, period, same airline or not. There are no exceptions.
Always need to recheck in your baggage when you use any US airport as a transit airport.
If the airlines are seme then maybe you dont need to...but in any case the check in guy will ask you to check with airlines that the luggae has been transferred...in my experience i always had to recheckin my baggage at JFK...
