Yes and no it depends what building you are in. I know of you fly JetBlue .. international and domestic are in the same building.

If in the same terminal after clearing security yes till boarding flight time comes. If different terminals, then have to clear security again.
If they're traveling and already cleared security, otherwise you would have to exit the airport and meet them. The only thing is you would have to check in again which is a pain in the next. Plus you would have to go through the security process again.
