The tavern is open year round, the outside parts opens later in the summer.

Everyone says it's open year round, but I just called (2/2/2019) and the answering machine said it was closed for the season, re opening on March 15. (2019). I definitely called the Black Cat Tavern, too. Not the Harbor Shack.
