You are welcome to have a birthday party there, however the pop up would not be allowed. We do not allow sales or vending in parks except in special circumstances such as an event.
There's no shelter or tables there for a party but I have seen several people have a birthday party there. They usually set everything up in the grass at the edge of the skate park.
