As a Front End Employee, I can tell you the store us extremely busy at times. The only time you might experience this if there are multiple people being helped over the phone, or if it is later in the evening, after 8 or 9pm. At this time, all cashiers and baggers are sent home except for 1 cashier. This cashier is ringing up customers and bagging their groceries alone unless there are more than two customers waiting or if those people have heavy carts. This only happens if the cash office person is away from the phones for whatever reason. For the phone to ring without someone answering really shouldn't happen. If a main front end manager was around, the phone would never ever be left to ring. We are taught to take customer service extremely seriously. There has to be something going on. And to Mitchell Lovell's comment, yes there are a lot of teenagers working. Reason being is that they don't have full time jobs up front. And no, we do not let them be lazy. The managers are strict.

Either that or call Corp office and let them know what's going on that's a really busy store
Check the number for accuracy. If they still don't answer, ride down there.
