I would call around to different countries for a no kill shelter. It's been over 20 years since I needed to use one, but at the time I had to take a cat to one and it was either Pinellas county, or Sarasota. I took my cat in and left them with $50 for food. A year later when I moved into a pet friendly home, I called the facility and they still had my cat. Know I was crying like a baby when I dropped kitty off and reported my situation and with the $ donation I don't know if they keep her in a area where she wasn't available for adaption or if no one just wasn't interested in her due to she was a adult cat. Ask your friend how much this dog means to him? Depending on the type of dog, his demeanor, etc. You may be able to find someone to home foster him until your friend gets out of jail. Of course I am assuming he or she will only be there for a year or less
I don't think they take dogs. Depending on the type of dog you may be able to find a breed specific rescue to take him. I believe our county shelter has become a kill shelter ( please verify) before dropping the dog off there.
