Check Craigslist or freecycle for people giving away VCRs. You can post wanted ads for vcr and check your tapes that way. Always meet people at safe public places. Some police statios offer parking spaces with cameras in order exchange things in safe place from these sites.
Unfortunately that is not a service that they offer at the library so you wouldn't be able to bring tapes in for viewing
