This park is located near the border of Brevard County and City of Cocoa Beach but it's actually on the County side. The County offers free parking but does not allow dogs. The City charges parking (which is why you see parking meters on 15th St beach access) but allows dogs on the beach from 4th St South.
Says not dogs allowed on the entrance, but this beach is right next to one were dogs are allowed. Saw plenty of dogs. You can park here and walk a couple of minutes to the left and you'll see it :)
