Does this preserve help prevent storm runoff from flooding in the surrounding towns?
Does it help filter that icky scunge that pours off from the surface streets before the water returns to The Bay?

Storm drains do not empty near the shoreline. This area is one of the last remains of marsh in SF bay. It does protect ground water from getting saline.
